USDC receives significant status in the EU and split supervision
The European Banking Authority has classified USDC as a significant e-money token. A corporate treasury should understand who will supervise which areas. It still needs to know its own route from tokens to usable money.

Basis of the article: The EBA decision announced on 14 October 2026 and its prospective effects. Practical corporate questions are editorial analysis.
Reader summary
- The EBA announced the EU’s first significant EMT classification.
- Split supervision of USDC is due to begin on 12 November 2026.
- Supervisory status does not replace checking issuer, provider and redemption.
The change has a precise date and scope
The EBA classified USDC issued by Circle Internet Financial Europe SAS as a significant e-money token under MiCA. From 12 November, it is due to take direct supervision of own funds, reserve assets, liquidity, and recovery and redemption plans. France’s ACPR retains other areas, including governance and outsourcing. At this article’s verification cutoff, the transition is still ahead. [1]
The allocation of responsibilities is the substance of the announcement. It would be inaccurate to say national supervision ends or that the EBA takes over every issue involving the token. Significance must be read alongside the specific scope of powers.
Issuer and intermediary are separate counterparties
A company may hold tokens through a service with which it has a separate contract. It should distinguish the issuer’s obligations from that service’s obligations. The EBA announcement also expressly identifies separate European and US issuers of USDC. A shared brand does not identify the legal person. [1]
For its own decision, a company could prepare a simple map: who issues, who holds funds or keys, who receives instructions and who processes redemption. Each role needs contractual documentation and a contact for problems. This can reveal gaps that a supervisory announcement does not address.
A dollar claim and a need for Czech crowns
A hypothetical Czech business may need crowns for payroll while accepting payment in a dollar token. It must therefore assess conversion, timing and service cost. Reserve supervision does not answer the terms on which a particular intermediary will deliver crowns to its bank account.
A sensible operational test follows the complete process, including an unsuccessful instruction. It checks request status, the responsible person, correction and accounting evidence. This is a proposed test, not an allegation of a fault in USDC or a provider. The company should retain a documented result.
Using the new status in a decision
Regulatory significance is neither an investment recommendation nor a guarantee of flawless service. Management still needs to approve currency risk, exposure limits and operational dependencies separately. Supervision is an important input to that work rather than a substitute for it.
Before use, the company should be able to state whom it has a claim against and how it obtains the money needed for its obligations. Where the answer depends on several intermediaries, their connections must also be documented. This is where an institutional announcement becomes a practical treasury question.
